Tenant Opportunity to Purchase Act (TOPA)Gray Panthers of Berkeley and the East Bay (aka EBGP) meets every Wednesday at 1:30 by phone or Zoom. Our Speaker meeting, normally the 4th Wednesday, is early for December and features this very afternoon:

  • the Alameda County Poor People's Campaign
  • Berkeley Tenants Opportunity to Purchase Act, proposed by the Mayor for consideration in 2021.  
Also featuring: updates and action alerts regarding the Adeline Corridor Plan, Memorial Honoring Homeless Leaders and Advocates and ongoing campaigns with and actions by the National and California Gray Panther networks.

NCLT will present and discuss details of the proposed TOPA ordinance and how it will be funded and implemented.  In 2019, local Realtors fanned false fears among older Berkeley homeowners and caused the mayor to postpone council voting on TOPA. In 2020, the National and California Associations of Realtors pumped millions of dollars to undermine strong defeat rent control and maintain Prop 13 as and give more tax benefits to high income property owners.
