NCLT will present and discuss details of the proposed TOPA ordinance and how it will be funded and implemented.  In 2019, local Realtors fanned false fears among older Berkeley homeowners and caused the mayor to postpone council voting on TOPA. In 2020, the National and California Associations of Realtors pumped millions of dollars to undermine strong defeat rent control and maintain Prop 13 as and give more tax benefits to high income property owners.
