Last year, the Legislature passed a new law (AB 205) to add a fixed charge to everyone’s electricity bill based on household income. The utilities and other organizations are now proposing to charge the highest fixed charge in the country—$400 to $1,500 / year. One analysis submitted to the record by the Clean Coalition shows that millions of working and middle class Californians and environmental justice communities will pay higher electricity bills under these fixed charge proposals. TURN and another coalition of advocacy groups, have a different approach, that would exclude low-income households from the tax.
